The initial Project Sign progress report, filed in April 1948 and supplemented with tabulations, photographs, and aircraft material. It shows the early Air Force collecting reports, cross-checking advertising-blimp schedules, cataloguing reported shapes and motion, and consulting scientists. The document neither resolves the cases nor treats every report as anomalous: it explicitly considered whether low-aspect-ratio aircraft could reproduce many reported characteristics.
